Subject: Proposal for Arc Flash Hazard Studies at Plant 2 and Plant 3
Dear Evette,
AECOM Technical Services, Inc. (AECOM) is pleased to submit this scope of work, fee proposal, and schedule to the City of Bakersfield (City) for the prepar ation of Arc Flash Hazard S tudies for Wastewater Treatment Plants 2 and 3.
GENERAL DESCRIPTION OF WORK
The City is requesting Arc Flash studies for the existing Wastewater Treatment Plant 2 and Plant 3.
To complete the studies, AECOM will perform a site field investigation, develop a power system model in SKM, conduct short-circuit, protective device coordination, and arc flash analyses, and prepare a comprehensive report.
SCOPE OF WORK
TASK 1 – PLANT 2 STUDY
1. Kickoff Meeting. AECOM will conduct a kickoff meeting via MS Team at the commencement of the work. Expected duration, one (1) hour.
2. Field Investigation. AECOM electrical engineers will conduct an in-person field investigation at Plant 2. Record documents, including site plan, floor plans, one-line diagram and motor control diagrams, will be reviewed. In addition, customized data collection templates will be customized to capture the equipment information needed to update the one-line diagram and develop the power system model. The field investigation will collect updates to the one- line diagram, equipment manufacturers, model, rating, sizes, quantifies, breaker settings, fuse sizes, kAIC rating and field notes.
AECOM will coordinate with on-site electricians to de-energize equipment as necessary to safely collect required data. If energized equipment cannot be shutdown during the field investigation, AECOM will advise the City and provide a list of said equipment (particularly medium and high-voltage equipment) for the City to obtain when the equipment is available.
3. Create Power System Model. AECOM will model the electrical power system in SKM software based on the updated data collected during the field investigation. The model will include system topology, one-line diagrams, utility service, generators, transformers, switchboards, MCCs, panelboards, disconnects, VFDs, combination starters, control panels, feeders, breakers, relays, and fuses.
The City will be responsible for providing utility short-circuit data (three-phase and single-phase fault levels and X/R ratios) at the service connection.
AECOM
2 4. Performed Short Circuit, Coordination, Arc Flash Studies. AECOM will sequentially perform the short-circuit, protective device coordination, and arc flash analyses required to produce the final arc flash results and equipment labels.
Short-circuit study will calculate maximum available short-circuit currents with all equipment installed and determine whether equipment interrupting (kAIC) ratings are adequate. Analyses will include at least two scenarios: Under normal utility power and under generator power. Both three-phase and single-line-to-ground fault conditions and associated X/R ratios will be evaluated.
5. Prepare Report. AECOM will prepare a comprehensive Arc Flash Hazard Study. Study will include time current curve (TC) drawings with zone coordination strategies to maximize plant operation and lower the incident energy. Existing protective device settings will be evaluated and revised where needed to improve plant operations and minimize potential Arc flash incident energy and thus PPE clothing requirements.
Deliverables
• Draft Arc Flash Hazard Study for Plant 2
• Final Arc Flash Hazard Study for Plant 2
TASK 2 – PLANT 3 STUDY
1. Kickoff Meeting. AECOM will conduct an abbreviated kickoff meeting via MS Team should plant specific attendees attend.
2. Field Investigation. AECOM electrical engineers will perform an in-person investigation at Plant 3 with the same approach, requirements, and data collection procedures described in Task 1.
3. Create Power System Model. AECOM will develop an SKM power system model incorporating updated Plant 3 field data, similar to the approach for Plant 2. Utility short-circuit data (three- phase and single-phase fault levels and X/R ratios) will be provided by the City.
4. Performed Studies (Short Circuit, Coordination, Arc Flash). Short-circuit, coordination, and arc flash analyses will be conducted for Plant 3 consistent with the methodology described under Task 1.
5. Prepare Report. A full Arc Flash Hazard Study will be prepared, including TCCs, protective device evaluation and optimization, incident energy calculations, and PPE recommendations.
Deliverables
• Draft Arc Flash Hazard Study for Plant 3
• Final Arc Flash Hazard Study for Plant 3
ASSUMPTIONS
• AECOM staff will be escorted by City’s electricians during the field investigation. • City-provided records will be used for the studies and will not be independently verified. • AECOM staff are not trained electricians and will not access, activate, or deactivate energized equipment.
AECOM
3 • For inaccessible labels, AECOM will provide a list for the City’s electricians to investigate. • City will provide data and component ratings for medium and high voltage equipment not visible during field investigation.
SCHEDULE
AECOM’s proposed schedule is as follows and can be adjusted to meet the City’s needs:
Task Completion Date
Field Investigation 2 months from NTP
Draft Studies 2 months after Field Investigation
FEE
Task 1 – Arc Flash Hazard Study for Plant 2 $ 44,525
Task 1 – Arc Flash Hazard Study for Plant 3 $ 57,025
Total $101,550
We appreciate the opportunity to assist the City with this important project.
Yours sincerely,
