ADMINISTRATIVE REPORT

MEETING DATE: May 27, 2026 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Phillip Burns, Development Services Director
DATE: May 22, 2026
SUBJECT: Resolution approving Application of Annexation 725 (Calloway No. 18)

Resolution approving an application to the Kern County Local Agency Formation Commission (LAFCo) to annex scarcely inhabited territory into the City identified as Annexation No. 725 (Calloway No. 18) generally located at the southeast corner of Calloway Drive and Tortuga Del Mar Drive. A Notice of Exemption will also be considered. (Ward 4)

RECOMMENDATION:

Staff recommends adoption of the resolution and its proposed Notice of Exemption and adopt a resolution to submit an application to LAFCo to annex property.

BACKGROUND:

Project Summary- The resolution proposes an application to LAFCo for the annexation of scarcely inhabited territory into the City of Bakersfield known as Annexation No. 725 (Calloway No. 18). The territory is adjacent to the City limits and is within the City’s Sphere of Influence boundary.

Annexation Project Description. Annexation No. 725 (Calloway No. 18) encompasses approximately

10.44 acres located along the east side of Calloway Drive, generally located at the southeast corner of Calloway Drive and Tortuga Del Mar Drive. The parcels have a General Plan Land Use designation of R-IA (Resource - Intensive Agriculture) and are City pre-zoned A (Agricultural). General Plan Amendment and Concurrent Zone Change No. 25-0008 is currently being processed to change the Land Use designation to LR (Low Density Residential) and rezone the property to R-1 (Single-Unit Dwelling). This annexation was initiated by Cornerstone Engineering on behalf of the majority property owner, Calloway North Investors LLC. There are current plans to re-zone the property for residential development.

Surrounding Land Uses. The project site consists of two ranch parcels, while surrounding land uses are predominantly single-family residential. If the annexation is approved, the property would be located in Ward 4.

Environmental Review and Determination. Staff has determined that the proposed annexation is exempt from the California Environmental Quality Act (CEQA), pursuant to Section 15319(a), because the proposal is for annexation of the territory and this action will not have a significant effect on the environment.

Exchange of Property Tax. The exchange of property tax revenues for this annexation is covered under the Master Tax Split Agreement (Memorandum of Understanding 15-277) between the City of Bakersfield and the County of Kern.

FISCAL IMPACT:

The action to approve the resolution to start the process of annexation will be covered by the applicant and all other associated LAFCo costs. No next impact to the City’s General Fund.

COUNCIL GOAL:

Reliable Infrastructure
