DATE: April 29, 2026
SUBJECT: Resolution of Intention No. 22 62 for 202 6-2027 TSMD Budget for Traffic Signal Assessments.
Preliminarily adopting, confirming, and approving the Development Services Director’s Report for twenty-seven (27) Traffic Signal Maintenance District (“TSMD” herein) and the 2026-2027 TSMD budget and setting the time and place for hearing protests regarding the amount of traffic signal assessments to be levied throughout the TSMD.
RECOMMENDATION:
Staff recommends adoption of the resolution of intention.
BACKGROUND:
On September 28, 1994, the City Council passed Resolution No. 161-94 which instituted the collection of maintenance and operating costs for convenience traffic signals through maintenance districts (TSMD). A convenience traffic signal is a traffic signal not required by the traffic authority to regulate traffic flow, but is a traffic signal installed by a developer of a commercial site. Under the user -pay concept, the private property owner deriving benefits bears the costs of maintenance and operation of convenience traffic signals through assessments with the Kern County Tax Collector. Maintenance and operation of these traffic signals is performed by City forces or by private contractor.
Since July 1, 1997, each territory that creates a TSMD has been assessed and will continue to be assessed an amount consistent with the requirements of Proposition 218. Said amounts shall be increased annually by the cost-of-living increase reflected in the Los Angeles – Long Beach – Anaheim/All Urban Consumers Consumer Price Index (CPI). For the 202 6-2027 budget the CPI increased was calculated to be 3. 40%, which is based on calculating the change from the March 202 5 CPI and the March 2026 CPI. The current annual cost for each signal system’s maintenance and operation is $ 4,131.81. This is a 3. 40% increase from the previous cost of $3,995.95.
This resolution of intention preliminarily approves the Public Works Director’s Report which includes the 2026-2027 budget for each TSMD attached hereto as Exhibit B.
Each territory comprising a TSMD was individually added by City Council resolution at a prior date. The legal description, map and assessment diagram, benefit formula, and Asses sor’s Roll for each TSMD are on file in the City Clerk’s Office with its respective Council resolution.
This resolution of intention sets the protest hearing for the Council meeting on Wednesday, June 10, 2026, at 5:15 P.M.
