BACKGROUND:
On November 20, 2024, the City Council adopted Resolution No. 167 -2024, authorizing the City to apply for and participate in the Behavioral Health Continuum Infrastructure Program (BHCIP). The BHCIP Grant aims to fund projects that significantly expand access to care for Californians experiencing mental health conditions and substance use disorders.
In partnership with Kern County Behavioral Health, the City applied for BHCIP funding and received a conditional award of $22,876,345 to acquire and develop a new residential behavioral health and substance abuse treatment facility at 2310 Wible Road, to be known as Calm Horizons.
On December 6, 2024, the City entered into a Design Consultant Agreement with Ordiz-Melby Architects, Inc. to provide initial design and engineering services for the Calm Horizons project. These design services supported the City’s successful BHCIP grant application.
Under the City’s BHCIP Program Funding Agreement with the State, the City is now required to complete additional design work, expanding the Scope of Work to include full site plans and architectural consultation necessary for project approval. Ordiz -Melby Architects, Inc. has s ubmitted an updated proposal to provide these expanded design services, which include Schematic Design, Design Development, Construction Document, Bidding, and Construction Administration Phases. The expanded scope adds an additional $500,000 to the contract and extends the term from December 31, 2026, to June 30, 2028 . Approval of this amendment will allow Ordiz -Melby Architects, Inc. to provide the design services needed to move the Calm Horizons project through the remaining design and construction phases.
