ADMINISTRATIVE REPORT

MEETING DATE: June 10, 2026 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Jennifer M. Byers, Economic and Community Development Director DATE: May 7, 2026
SUBJECT: Resolution Authorizing the Encumbrance of the Project Property located at 2310 Wible Road to participate in the Behavioral Health Continuum of Care Infrastructure Program (BHCIP) (Ward 1)

RECOMMENDATION:

Staff recommends adoption of the resolution.

BACKGROUND:

In October 2024, the City of Bakersfield applied for the Behavioral Health Continuum Infrastructure Program (BHCIP) that was established by the California Department of Health Care Services with the goal of supporting the construction, acquisition, and overall expansion of crisis infrastructure related to Behavioral Health.

In May 2026, the City, in partnership with Kern County Behavioral Health and Recovery Services (KBHRS), was conditionally awarded $22,867,345 in BHCIP grant funds to establish a new residential treatment facility with a focus on behavioral health and substance abuse. As part of the proposed project, the City will acquire and rehabilitate the former hotel located at 2310 Wible Road and KBHRS will administer the operational portion of the project.

The proposed project is subject to all BHCIP guidelines, one of which requires the City to encumber the property by recording a Regulatory Agreement, Declaration of Restrictions and Performance Deed of Trust. This requirement must be fulfilled before the State can release grant funds to the City. This resolution authorizes the City to encumber the property as outlined in the BHCIP Program guidelines and gives the Mayor, or designee, the authority to execute the Regulatory Agreement, Declaration of Restrictions, and Performance Deed of Trust.

FISCAL IMPACT:

The project is funded through a grant with the California Department of Health Care Services, as well as match funds from the Opioid Settlement. There is no impact to the City General Fund.

COUNCIL GOAL:

Safety and Resilience
Economic Opportunity for All
Innovative and Efficient City Government
