SUBJECT: Various Amendments to agreements for Granular Activated Carbon (GAC) changeouts services for the domestic water system FY 2026-27
1. Amendment No. 3 to Agreement No. 2023-155 with Aqueous Vets (extend term by one year; no additional compensation, no expansion of scope).
2. Amendment No. 4 to Agreement No. 2023-156 with Carbon Supply Inc (extend term by one year; no additional compensation, no expansion of scope)
RECOMMENDATION:
Staff recommend approval of amendments.
BACKGROUND:
The City of Bakersfield owns a domestic water system on the west side of Bakersfield. The system utilizes well head treatment consisting of a total of fifty -five (55) granular activated carbon (GAC) vessel pairs across multiple well sites. This treatment is required for the removal of the groundwater contaminant 1,2,3 – Tri chloropropane (“TCP”). From time to time, the GAC media becomes ineffective and is required to be removed and replaced with virgin GAC.
On June 28, 2023, the City entered into Agreement Nos. 2023-155 and 2023-156 with Aqueous Vets and Carbon Supply Inc (Carbon Supply), respectively, for GAC changeout services. Both were selected through a formal Request for Qualification and Proposal (RFQ&P) process.
Since the agreements were awarded, Aqueous Vets and Carbon Supply Inc have completed multiple GAC changeout services for the Water Resources Division. These agreements are set to expire on June 30, 2026. With these amendments, the Water Department now seeks a final one-year term extension to both contracts to June 30, 2027, to support ongoing needs. There will be no expansion of scope or increase in compensation associated with either amendment.
FISCAL IMPACT:
No additional compensation is being requested at this time, and existing funds are budgeted within the Domestic Water Fund for these services. Therefore, there is no impact to the General Fund associated with these amendments.
COUNCIL GOAL:
