MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Brent Stratton, Police Chief
DATE: June 9, 2026
SUBJECT: Agreement with Community Action Partnership of Kern (CAPK) (not-to-exceed $630,000) for Intensive Case Management Services

RECOMMENDATION:

Staff recommend approval of the agreement.

BACKGROUND:

In October 2024, the City of Bakersfield was awarded $1,999,374 in grant funding through the California Board of State and Community Corrections (BSCC) to address homelessness through supportive mental health services, substance use disorder treatment, and diversion programs. The funding is administered by the City’s Community Vitality Unit to enhance case management and supportive services for justice - impacted individuals and those experiencing chronic homelessness.

To implement the program, the City released a Req uest for Proposals (RFP) on October 7, 2024, for Intensive Case Management services. Following the competitive procurement process, Psychiatric Wellness Center (PWC) was selected to provide services to chronically homeless, justice impacted individuals with a history of mental health, substance abuse or co -occurring issues, and was ultimately awarded an agreement not-to-exceed $858,750.

On May 6, 2026, PWC notified the City of its intent to terminate its agreement effective July 13, 2026. To ensure continuity of services and maintain compliance with BSCC grant requirements, the City issued a new Request for Proposals on May 11, 2026, seeking a qualified provider to continue delivering intensive case management services for individuals experiencing chronic homelessness. Following the competitive procurement process, CAPK submitted a responsive proposal and was selected to provide the services.

The proposed agreement will utilize the remaining available Category 1 grant funding, in an amount not to exceed $630,000, to ensure the uninterrupted provision of these critical services and advance the goals of the City’s Homeless Strategic Action Plan to reduce homelessness, prevent recidivism, and increase access to permanent supportive housing.

FISCAL IMPACT:

State grant funds will be allocated to support these programs and will not impact the City’s General Fund.

COUNCIL GOAL:

Community Character & Quality of Life
Safety and Resilience
Innovative and Efficient City Government
