ADMINISTRATIVE REPORT

MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent - Agreement TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: June 9, 2026
SUBJECT: Agreement with Solenis, LLC. (one-year term; not to exceed $210,000) to provide DAF Polymer for the Wastewater Division.

RECOMMENDATION:

Staff recommend approval of agreement.

BACKGROUND:

Wastewater Treatment Plant 3 (Plant 3) has two dissolved air flotation (DAF) units; the purpose of which is to thicken sludge coming from the secondary clarifiers before it enters the digesters. Properly thickened sludge at this stage of the wastewater tre atment process increases efficiency of the plant’s gas and biosolids production, as well as minimizing the amount of solids returned to the headworks.

On March 6, 2026, City released a Request for Qualifications and Proposals (RFQ/P) for supply of DAF polymer. Suppliers interested in submitting a proposal were required to pre -qualify their product to establish the effectiveness of their product on Plant 3’s equipment.

Three suppliers responded to the City’s RFQ/P, Carbonet, Polydyne, and Solenis. All thr ee suppliers conducted onsite trials of their polymer products and only Polydyne and Solenis met the treatment process requirements to pre-qualify.

On May 29, 2026, City received DAF polymer proposals from:
 Polydyne, Inc. (Riceboro, GA)
 Solenis, LLC (Wilmington, DE)

Cost estimates were developed based on polymer feed rate, percent removal efficiency, polymer specific gravity, waste activated sludge solids, estimated annual polymer demand, and the price per pound of polymer submitted in the supplier proposals.

City staff recommend award of the agreement to Solenis based on their proposal being the most favorable to City. This agreement may be renewed annually for three consecutive one-year periods at City’s option and upon mutually agreeable terms.

FISCAL IMPACT:

Sufficient funds are budgeted in the Sewer Enterprise Fund for this agreement, therefore, there is no impact to the City General Fund associated with this agreement.

COUNCIL GOAL:

Reliable Infrastructure
