ADMINISTRATIVE REPORT

MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent - Agreement TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: June 9, 2026
SUBJECT: Agreement with Solenis, LLC (two-year term; not to exceed $1,500,000) to provide Centrifuge Polymer for the Wastewater Division.

RECOMMENDATION:

Staff recommend approval of agreement.

BACKGROUND:

The wastewater treatment process at Wastewater Treatment Plant No. 3 (Plant 3) requires that sludge undergo a dewatering process in order to produce a sludge cake that can be transported off -site for disposal via land application. Centrifuge polymer is an essential factor in the dewatering process, the efficacy of which is determined by its ability to capture solids and produce a dry sludge cake.

On April 15, 2026, City released a Request for Qualifications and Proposals (RFQ/P) for supply of Centrifuge Polymer. Parties interested in submitting a proposal were required to pre -qualify their product to establish the effectiveness of their product on Plant 3’s equipment.

Three suppliers responded to the City’s RFQ/P, Carbonet, Polydyne, and Solenis. Each supplier conducted onsite trials of its polymer products; however, none of the products fully satisfied the established pre- qualification criteria. In accordance with the RFQ/P, City staff evaluated the overall performance of each product based on the opera tional data collected during the trials and identified the best-performing product under existing operating conditions.

On June 3, 2026, City received DAF polymer proposal from:

Solenis, LLC (Wilmington, DE)

City staff recommend award of the agreement to Solenis based on their proposal being the most favorable to City. This agreement may be renewed annually for up to three consecutive one-year periods at City’s option and upon mutually agreeable terms.

FISCAL IMPACT:

Sufficient funds are budgeted in the Sewer Enterprise Fund for this agreement, therefore, there is no impact to the City General Fund associated with this agreement.

COUNCIL GOAL:

Reliable Infrastructure
