FROM: Zachary Meyer, Public Works Director
DATE: June 2, 2026
SUBJECT: Amendment No. 1 to Agreement No. 2025-101 with K & I Services, Inc (increase compensation by $675,000, revised not to exceed $1,325,000; and extend term to June 25, 2027) to continue the transportation of organic and recyclable materials at the Mount Vernon Organics Recycling & Composting Facility and City’s Materials Recovery Facility (Ward 1)
RECOMMENDATION:
Staff recommends approval of this Amendment.
BACKGROUND:
The Mount Vernon Organics Recycling & Composting Facility and the City’s Materials Recovery Facility (MRF) utilize trucking contractors to transport organic and recyclable materials to beneficial reuse facilities, landfills, and other designated outlets throughout the Bakersfield region and surrounding areas.
Reliable hauling services are essential to maintaining efficient facility operations and ensuring materials are transported in a timely manner.
On May 8, 2025, the City issued a Request for Qualificat ions and Proposals (RFQ&P) to establish a new agreement for organic and recyclable materials hauling services. Responses to the RFQ&P were received from two firms. K & I Services, Inc. submitted a proposal demonstrating extensive experience, qualifications, and specialized expertise in hauling organic and recyclable materials. Based on the evaluation of qualifications, experience, and ability to provide the required services, the City entered into Agreement No. 2025-101 with K & I Services, Inc. on June 25, 2025, in an amount not to exceed $650,000 for a one-year term ending June 25, 2026.
Since the execution of the agreement, K & I Services, Inc. has continued to provide hauling services in a satisfactory manner and has remained responsive to the operation al needs of both facilities. Due to the ongoing need for hauling services and the volume of material requiring transportation, staff recommends approving Amendment No. 1 to Agreement No. 2025 -101. The amendment will extend the agreement term through June 25, 2027, and increase compensation by $675,000, for a total contract amount not to exceed $1,325,000. The amendment will allow the continued transport of organic and recyclable materials generated at the Mount Vernon Organics Recycling and Composting Facil ity and the MRF, ensuring uninterrupted operations and continued compliance with applicable waste diversion and disposal requirements.
FISCAL IMPACT:
Cost of services will be covered by the Refuse Enterprise Fund. Any transportation services that occur at Mt. Vernon Organics Recycling and Composting Facility will also be funded approximately 60% by Kern County per a separate agreement. There will be no impact on the City’s General Fund.
