BACKGROUND:
The Water Department is responsible for the City’s Municipal Water System and various Capital Improvement Program (CIP) projects requiring geotechnical and materials testing services. These services include soil and subsurface evaluations, material compaction and concrete testing, and geotechnical investigations for water-related infrastructure. A key focus of recent on-call services has been supporting maintenance and replacement work on service line laterals within the municipal distribution system.
On June 6, 2024, City entered into Agreement No. WR24 -016 with BSK Associates (BSK) to provide said geotechnical and materials testing services. Since the award of the initial agreement, BSK has completed multiple geotechnical and materials investigations and testing services for the Department.
On May 9, 2025, City entered into Amendment No. 1 to Agreement No. WR24-016 with BSK Associates to increase the total compensation and extend the term by one year. This allowed BSK to continue supporting the City’s ongoing maintenance and capital improvement efforts.
On August 27, 2025, City and BSK entered into Amendment No. 2 to A greement WR24-016 to increase compensation in order for BSK to continue providing services supporting the Department in its maintenance and capital improvement efforts within the previously approved term . This increased compensation resulted in a revised n ot-to-exceed contract value that exceeded $100,000 and necessitated council approval. Upon receiving council approval, the agreement was updated to be referenced as Agreement No. 2025-165.
To support ongoing project and maintenance needs for the duration of the agreement, the Department seeks to increase the agreement’s compensation limit. The proposed amendment would increase the compensation by $40,000, resulting in a revised not-to-exceed amount of $280,000.
