(Ward 1)
RECOMMENDATION:
Staff recommends approval of the Amendment.
BACKGROUND:
The Solid Waste Division utilizes City -owned wheel loaders and conveyors to load trucks operated by private contractors for the transportation and distribution of both unprocessed and processed materials generated at the Mount Vernon Organics Recycling and Composting Facility. These hauling services are essential to maintaining daily f acility operations and ensuring the timely movement of materials to designated processing and end-use locations.
The required services were originally solicited through a Request for Qualifications and Proposals (RFQ&P). Proposals were evaluated based on qualifications, reliability, experience, cost, and the types and capacities of trucks proposed for transporting materials to various destinations. On June 26, 2024, the City Council awarded Agreement No. 2024-173 to Premier Valley Transport Inc. in the amount of $500,000.
Subsequently, Amendment No. 1 extended the agreement term and increased the compensation to support continued operational needs. Premier Valley Transport Inc. has continued to provide reliable hauling services that are critical to the operation of the Mount Vernon Organics Recycling and Composting Facility.
Staff recommends approval of Amendment No. 2 to Agreement No. 2024 -173 to extend the agreement term through June 26, 2027, and increase compensation by $220,000, for a revised not-to-exceed amount of $920,000. The amendment will ensure uninterrupted hauling services and support ongoing operations at the facility.
FISCAL IMPACT:
This Agreement is funded through the Refuse Enterprise Fund, resulting in no impact to the City’s General Fund. Additionally, approximately 63% of the cost will be reimbursed by Kern County under the Green Waste Cost Sharing Agreement.
