BACKGROUND:

Human Resources oversees the administration of citywide class specifications. Periodically class specifications require updates to reflect changes and/or modernization to reflect current duties and required minimum qualifications. These updates provide an accurate description of the job duties, which is essential in providing candidates with a comprehensive overview of positions during recruitment efforts. New classifications may also be created to support organizational growth and skills required to meet work requirements. A summary of position updates to support current operational goals is summarized below:

1. Grants Administrator #59905 : On January 22, 2025, the classification of Gr ants Administrator #82940 was approved to manage multiple contract agreements, managing the relationships not only with the providers, but also community -based organizations, and host community meetings. Based on review of duties, following the departure of the initial incumbent, and recent organization changes, the position has recommended language modifications, including a correction to reassign to the supervisory unit. The revised specification was presented and approved by the Miscellaneous Civil Service Board at their May 15, 2026, meeting.

2. Extra Help – Principal #91500: The City seeks to assess options for employing retired annuitants in Extra-Help positions. The primary role would be a management -level position that could provide support for special projects and serve as interim coverage for vacant positions.

A retired annuitant is a former employee who retired and separated from service with the City of Bakersfield. Due to prior service, incumbents possess a working knowledge of staff, progra ms and policy. Those returning will readily be able to assist with limited-term assignments or specific intermittent projects while providing a continuance of services and limiting workflow disruptions for a limited duration appointment. Retired annuit ants have specific employment conditions regulated by the California Public Employees' Retirement System (CalPERS). A particular requirement limits the annual hours an incumbent may be employed and requires pay rates be

part of an approved salary schedule. The position has been established based on a variety of projects and work duties within the department where extra-help assistance has been identified.

3. Classification Audit: A recent audit has identified language u pdates for consistency and to reflect essential duties. As a result, recommendations to remove, and in some cases add, driving minimum qualifications from established class specifications as driving duties are not essential or alternatives are available. Class specifications have language, “May require possession of a valid California Class "C" driver's license,” shown in the “Licenses; Certificates; and Special Requirements” section of the specification. Staff recommend approval of a general class specification update for the classes and actions listed below, in -lieu-of class specifications returning for approval individually. The request was presented and approved by the Miscellaneous Civil Service Board at their May 15, 2026, meeting.
