BACKGROUND:
The work to be performed consists, in general, of pavement rehabilitation of Truxtun Ave from Coffee Road to Bahamas Drive. Work shall include pavement reconstruction of the existing roadway. This project was reviewed and designed at the highest level of consistency with the City’s Complete Street Policy.
Item No. 1. The Engineer’s Estimate for this project i s $5,300,000.00. The project is entirely funded through Senate Bill 1 (SB1).

Staff recommend acceptance of the bids and approval of the construction contract to the lowest responsive and responsible bidder, Cen-Cal Construction.
Item No. 2. This appropriation is necessary to fully fund the project. Although there is sufficient funding in the project account to award the contract; however, additional appropriations are needed to fund items such as the costs of the construction engineering and inspection costs, and city-controlled contingencies.
The appropriation would come from the Senate Bill 1 (SB-1) fund balance.
Item No. 3. Bakersfield Municipal code section 3.20.105E authorizes Public Works Contract Amendments to be executed via Change Order, provided that Change Order which exceeds $25,000 must be approved by the City Council. Staff is requesting pre-approval of up to $250,000 for City-controlled contingency for unforeseen conditions encountered during construction of this project, to be executed via Change Order(s). Any costs which exceed the City Council approved contingency, cumulative or otherwise, would require action and approval from the City council. Thes City-controlled contingency will save staff time by not having to prepare multiple Council reports for individual routine change orders throughout the project, should they arise. All remaining contingency funds not used will be returned to the fund balance at the end of the project.
FISCAL IMPACT:
There are $5,375,000 budgeted funds available in Project Number 26PWDE05, which is sufficient funding available for the contract award; however, an appropriation is needed to cover other costs such as construction engineering and inspection costs, as well as City controlled contingency amount. The funding for this project is available from Senate Bill 1 (SB -1) funds; therefore, there is no General Fund impact associated with this contract award.
COUNCIL GOAL:
Reliable Infrastructure
