ADMINISTRATIVE REPORT

MEETING DATE: June 24, 2026 AGENDA CATEGORY: Consent - Resolution TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: June 10, 2026
SUBJECT: Resolution providing for the collection of residential and commercial sewer service user flat rate charges by the Kern County Auditor - Controller's Office.

RECOMMENDATION:

Staff recommend approval of the resolution.

BACKGROUND:

City bills and collects sewer user fees from residential and commercial users to cover the costs of operating, maintaining and improving the City’s wastewater treatment plants, wastewater sewer, and storm sewer. The sewer user fees include a flat rate that is billed to all residential and commercial customers on the property tax roll, as well as a sewer surcharge for commercial customers whose water flow exceeds the flat rate base.

On May 27, 2026, City Council adopted Resolution No. 064-2026 which increased the sewer flat rate from $247.13 to $475 for FY 2026-27 and subsequent increases through FY 2030-31 as shown below:

FY 27/28 $575
FY 28/29 $675
FY 29/30 $775
FY 30/31 $875

This proposed resolution authorizes the collection of the residential and commercial sewer user flat rate by the Kern County Auditor- Controller’s Office on the property tax roll for FY 2026-27.

FISCAL IMPACT:

There is no impact to the City’s General Fund, as these fees are paid into the Sewer Enterprise fund.

COUNCIL GOAL:

Reliable Infrastructure
