Impact Sciences, Inc. 1 Bak ersfield Temple Budget Augment Request 0859.004 March 31, 2026
MEMORANDUM
To: Roque Nino, Principal Planner, City of Bakersfield Job No. 0859.004 From: Jessica Kirchner, AICP, CEO & Managing Principal, Impact Sciences, Inc.
Subject: Bakersfield Temple Budget Augment Request
Date: March 31, 2026
1. JUSTIFICATION FOR BUDGET AUGMENT
Impact Sciences is currently completing the EIR for the proposed Stockdale church project. As part of our work completing the draft EIR, we have identified areas that required a level beyond our contracted scope of work. We have identified these level of effort adjustments within two distinct phases of the project: Phase 04 (Technical Report Peer Review) and Phase 05 (Admin Draft Preparation). • Phase 04 Out -of-Scope Peer Review (Billed to Phase 05): The approved scope of work assumed a standard peer review process for six specific applicant -provided technical reports. However, additional effort in developing a standardized approach across technical sections was necessary. Further, in the Air Quality / Climate Change / Health Risk Assessment and the Acoustical Analysis multiple, iterative rounds of review and unbudgeted coordination meetings with the applicant’s team were necessary. Furthermore, a previously unidentified study , a Visual Impact Assessment , was added to the project, requiring additional unbudgeted meetings and a detailed review of the report. • Phase 05 Applicant and Lead Agency Review: Compounding the technical review effort, the original budget assumed two standard rounds of concurrent review by the Lead Agency and the applicant before finalizing a publication-ready Draft EIR. However, the intended concurrent review did not materialize.
Consequently, an unanticipated round of review without consolidated comments was required, resulting in extended revision cycles of the draft sections to prepare the document for publication. • Project Meetings. Due to circumstances beyond the consultant’s control, including the addition of new technical studies, and the multiple rounds of review , the overall schedule was pushed resulting in additional meetings. Meetings were attended by both the project manager and the principal in charge.
2. SCOPE OF ADDITIONAL SERVICES
• Task A: Additional Draft Review Cycles and Finalization This task covers the unbilled effort already expended to facilitate the added review cycles. It also provides the necessary hours for the project team to review the City’s upcoming comments, execute the required text revisions, perform final QA/QC, and format the final Screencheck document for publication. • Task B: Direct Expenses Adjustment
This task provides additional direct expense funding (Phase 88) to cover physical production of the 5 hardcopy Draft EIRs and accompanying USB flash drives, standard First -Class postage for the 85 NOA mailings (which is greater than originally scoped), and future mileage/travel expenses for two staff members to attend the Planning Commission and City Council hearings in Bakersfield.
