DATE: June 30, 2026
SUBJECT: Approval of Temporary Grant-Funded City Intervention Worker Positions in the City Manager's Office Personnel Complement
RECOMMENDATION:
Staff recommend approval of this item.
BACKGROUND:
On February 12, 2026, the Board of State and Community Corrections (BSCC) approved the City of Bakersfield's Cohort 5 California Violence Intervention and Prevention (CalVIP) Grant award in the amount of approximately $4.9 million. On February 25, 2026, the C ity Council accepted the grant award, appropriated the grant funds into the City's budget, and authorized implementation of the grant through Resolution No. 016-2025.
Although the grant became effective on April 1, 2026, the award was received shortly befo re the City's annual budget development process was finalized. At that time, departmental staffing allocations and payroll projections for the Fiscal Year 2026 -27 Recommended Budget had already been substantially completed. To avoid delaying the adoption of the City's annual budget, the grant-funded City Intervention Worker positions were not included in the staffing schedule, presented as part of the budget adoption process.
This item formally adds two (2) City Intervention Worker positions to the City Manager's Office authorized staffing allocation to support implementation of the Cohort 5 CalVIP Grant. These positions are fully funded by the grant and are limited-term positions that will exist only for the duration of the grant, which concludes on March 30, 2029. The positions are contingent upon the availability of grant funding and do not create any ongoing General Fund obligation or permanent staffing commitment.
The City Intervention Workers will conduct outreach, participant engagement, violence intervention, and case management activities for individuals identified as being at the highest risk of firearm violence. These positions are essential to implementing the City's evidence -informed Gun Violence Reduction Strategy and achieving the objectives outlined in the approved grant.
FISCAL IMPACT:
The two (2) City Intervention Worker positions are fully funded through the Board of State and Community Corrections (BSCC) Cohort 5 CalVIP Grant. The positions are limited -term and authorized only for the duration of the grant, which service date ends March 30, 2029. There is no additional General Fund impact associated with this action.
