ADMINISTRATIVE REPORT

MEETING DATE: July 15, 2026 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: July 6, 2026
SUBJECT: Dispense with bidding for purchase of Juniper Networks equipment and software for the Technology Services Department.

Resolution determining that Juniper equipment and software can most efficiently be obtained through cooperative procurement bidding procedures from CDW Government LLC and authorizing the Finance Director to dispense with bidding for the purchase of Juniper equipment and software from CDW Government LLC, not to exceed $500,000.

RECOMMENDATION:

Staff recommend adoption of the resolution.

BACKGROUND:

The City of Bakersfield’s Technology Services Department has standardized on Juniper Networks products for many years. CDW Government LLC (CDW -G) is a Valued-Added Reseller (VAR) authorized to provide Juniper Networks equipment and software through OMNIA Partners cooperative purchasing contract.

Purchases through CDW -G will streamline the procurement process while leveraging pre -negotiated volume discounts and tier-one pricing for Juniper products.

Juniper Networks currently has estimated manufacturer lead times of approximately four to six months.

When combined with the formal competitive bidding process, the total procurement timeline can be significantly extended, resulting in lengthy delays in receiving critical network equipment and supplies.

The City municipal code section 3.20.060(D)(6) allows the City to dispense with bidding when it is determined that the equipment is not available from local vendors and that it is in th e best interests of the City, and to the City’s economic advantage that such equipment be obtained at the lowest possible cost by entering into a cooperative procurement contract that was competitively bid within the last thirty- six months or is one that is still active and valid.

CDW-G has entered into a competitive procurement contract for comprehensive technology and IT solutions with OMNIA Partners to offer discount pricing for a vast portfolio of brands, including Juniper Networks equipment and software. Staff recommend adoption of the Resolution to dispense with bidding for the purchase of Juniper Networks equipment and software in an amount not to exceed $500,000 for the Technology Services Department.

FISCAL IMPACT:

The department has f unds for this purchase of these services, and the department has budgeted in the Equipment Management Fund for next Fiscal Year 2026-27.

COUNCIL GOAL:

Reliable Infrastructure
Safety and Resilience
