RECOMMENDATION:

BACKGROUND:
Human Resources oversees the administration of citywide class specifications. Periodically class specifications require upd ates to reflect changes and/or modernization to reflect current duties and required minimum qualifications. These updates provide an accurate description of the job duties, which is essential in providing candidates with a comprehensive overview of positi ons during recruitment efforts. New classifications may also be created to support organizational growth and skills required to meet work requirements. A summary of position updates to support current operational goals is summarized below:
1. City Intervention Worker I/II: The Office of Violence Intervention and Prevention (OVIP), a unit of the City Manager’s Office, seeks to establish a full-time classification to support and enhance engagement efforts with individuals at high risk of perpetrating or experi encing violence within the community.
The position provides support, program resources, and advocacy in cases where further violent incidents may occur.
Prevention and intervention activities have been implemented over the past several years through strong partnerships with Community -Based Organizations (CBOs), service providers, and the Bakersfield Police Department. These coordinated efforts, supported by the Public Safety and Vital Services (PSVS) Measure, have contributed to significant violence r eductions. Since the implementation of the City’s Gun Violence Reduction Strategy in January 2022, Bakersfield has experienced a 57% decrease in homicides and a 60% decrease in shootings, making 2024 the safest year since before the pandemic.
More recently part-time positions, employed by the City, have been funded by PSVS and utilized to support these efforts. Establishing these dedicated roles is critical to sustaining and expanding this success. With designated staff, the program will be able to:
• Strengthen and sustain relationships with high -risk individuals, victims of violence, and their networks by enhancing direct interactions, ensuring consistent follow -up, building trust, and creating more opportunities for timely intervention, support, and con nection to services that promote long-term positive change.
• Increase program visibility and engagement through greater presence at community events and proactive outreach efforts.
By creating these positions, the City will move beyond reactive responses t oward a proactive, continuous presence in the community. This capacity will ensure the outcomes achieved through PSVS investments are not only preserved but built upon, helping to further reduce violence and improve safety citywide.
The Board of State and Community Corrections (BSCC) under the California Violence Intervention and Prevention (CalVIP) Cohort 5 grant, will provide funding to support full -time positions. The new specification was presented and approved by the Miscellaneous Civil Service Board at their May 19, 2026.
2. Development Services Director – The City Manager’s Office seeks to reassign the salary grade allocated to this single -inclement classification based on added scope. Over the past year the development services department has integrated a new division, land development, to support one- stop-shop efforts for citywide developer services. The department expanded again as part of the fiscal-yea 2026-27 budget by adding community development staff and process. The grade will change from grade 71 to grade 77, shown below:
Grade Step 1 Step 2 Step 3 Step 4 Step 5
M71 78.97 82.922 87.067 91.425 95.996
