ADMINISTRATIVE REPORT

MEETING DATE: July 15, 2026 AGENDA CATEGORY: Resolutions TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: June 23, 2026
SUBJECT: Resolution providing for the collection of delinquent sewer charges on the Fiscal Year 2025-26 property tax roll.

[Document Description]

RECOMMENDATION:

Staff recommend adoption of the resolution.

BACKGROUND:

Annual fees for residential and commercial sewer flat rates are billed on the Kern County property tax roll each fiscal year; however, new accounts added throughout the year are billed pro -rata by the City until the start of the next fiscal year. Some of these bills remain unpaid and become delinquent. This resolution allows for the collection of delinquent pro-rata charges by the Kern County Auditor-Controller’s Office as a one-time billing on the tax roll, where delinquent fees are then remitted to the City as taxes are paid.

To date, $6,065.39 remains delinquent. City staff proposes placing these delinquent charges on the Fiscal Year 2026-27 property tax roll.

FISCAL IMPACT:

The collected revenue will be allocated to the Sewer Enterprise Fund, therefore there is no impact to the General Fund associated with this resolution.

COUNCIL GOAL:

Reliable Infrastructure
