MEETING DATE: July 15, 2026 AGENDA CATEGORY: Consent - Bids TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: July 15, 2026
SUBJECT: South Mill Creek Village Fencing Project
Accept bid and approve contract with DASH Construction Company, Inc. (not to exceed $329,360.00) (Ward 2)

RECOMMENDATION:

Staff recommends acceptance of the bid and the approval of the contract.

BACKGROUND:

In October 2011, Creekview Villas LLC, completed construction of the first 14 units of the Creekview Villas condominium project located at 1300 R Street, north of California Avenue. In December 2012, the City of Bakersfield (as the Successor Agency to the dissolved Bakersfield Redevelopment Agency) took possession of the property at 1300 R Street (Deed in-lieu of foreclosure) from Creekview Villas, LLC due to the entity experiencing financial difficulties.

The South Mill Creek Area encompasses three affordable housing complexes: 1) The Creekview Villas Condominiums, a partially constructed 36 -unit housing development for ownership by low - and moderate-income households; 2) City Place Apartments, a 70-unit affordable rental housing complex, and 3) Mill Creek Courtyard Senior Apartments, a 62-unit affordable senior housing complex.

Fencing enclosing the entirety of the South Mill Creek Area is proposed due to persistent safety concerns and unwanted trash arou nd the premises. The location of the fencing encompasses thre e parcels and construction is planned on the southwest and northwest corner of Assessor Parcel Number (APN) 006 - 590-37, on the southeast and northeast of APN 006 -491-15, and the southeast and sou thwest corner of APN 006-352-09. Fencing and gates would be strategically placed, utilizing existing facilities and security measures, to enclose the three complexes that encompass the area.

The work to be performed consists in general, but not limited to , the construction of black wrought iron fencing enclosing the South Mill Creek Village , City Place Apartments, and the Mill Creek Courtyard perimeter with resident vehicle and pedestrian access as shown on plans. Electrical routing will require conduit bo ring to power the gate operators. Modifications to existing handrails, median island, curb ramps, and sidewalk will be performed to meet current ADA requirements.

The engineer’s estimate for the project is $383,000.00. On February 24, 2026, the City received six bids for this project. The bids are as follows:
