Justification for Public Safety Radio System Upgrade
The City’s current public safety radio system is over 20 years old and no longer meets the demands of modern emergency response operations. This system supports critical communications for Police, Fire, Code Enforcement, and Park Rangers, and its age presents increasing risks to public safety and operational reliability.
Key Reasons for the Upgrade:
End-of-Life Equipment: Many components of the existing system are no longer supported by the manufacturer, making maintenance increasingly difficult and expensive. Replacement parts are scarce and software updates are no longer available.
Coverage and Capacity Limitations: As the city has grown, radio coverage has become inconsistent in some areas, especially in high-density and outlying regions. The current system lacks the capacity to reliably support simultaneous communications during high-traffic or emergency events.
Interoperability Needs: Modern radio systems offer improved interoperability with surrounding agencies and mutual aid partners. The existing system’s limitations hinder regional coordination, which is essential during large-scale incidents or disasters. This new system will allow inoperability with the county’s sheriff and fire departments.
Enhanced Features and Reliability: Upgrading to a modern digital system provides increased reliability, improved audio quality, encryption capabilities for secure communications, GPS tracking, and better resilience during natural disasters or infrastructure failures.
Public and First Responder Safety: Reliable communications are fundamental to protecting the public and ensuring the safety of first responders. Delays or failures in communication can directly impact emergency response times and outcomes. There have been documented incidents where officers experienced poor in-building transmission and reception. Inadequate coverage inside schools, government buildings, and large structures compromises their ability to call for assistance or coordinate response, directly putting lives at risk.
This upgrade is a critical investment in the safety and security of our community and our public safety personnel. A modern system will not only address current shortcomings but also ensure the city is prepared to meet future public safety communication demands.
