13 Appendix A

The Federal Communications Commission (FCC) regulates Electromagnetic Energy (EME) —commonly referred to as Radiofrequency (RF) exposure—to ensure that emissions from transmitters do not exceed levels safe for human health. These regulations apply to all FCC -regulated devices, including cell phones, base stations, and amateur radio equipment

Core Exposure Limits
The FCC defines safe exposure through two primary metrics based on the distance between the device and the human body:
• Specific Absorption Rate (SAR): For devices used within 20 cm (8 inches) of the body (e.g., cell phones), the limit is 1.6 W/kg averaged over one gram of tissue. • Maximum Permissible Exposure (MPE): For devices used further than 20 cm from the body (e.g., cell towers, fixed antennas), the limit is based on power density (mW/cm²) or field strength (V/m).

Regulation Categories
FCC regulations for electromagnetic energy (EME) exposure are divided into two main tiers based on a person’s knowledge of the exposure and their ability to control it

1. General Population / Uncontrolled
This category is for the general public and individuals who have no reason to know they are being exposed to RF energy.

Target Group: Consumers, neighbors of radio towers, and bystanders.

Strict Limits: Because these individuals cannot take protective action, the exposure limits are 5 times more restrictive than the occupational category.

Time Averaging: Compliance is measured by averaging exposure over a 30 -minute period.

Examples: Using a cell phone, walking past a Wi-Fi router, or living near a broadcast tower.

2. Occupational / Controlled
This category applies to people exposed as a consequence of their employment or who have been specifically trained to manage RF exposure.

Target Group: Telecommunications technicians, tower climbers, and amateur radio operators in their own controlled spaces.

Criteria for Use: To use these higher limits, the person must be "fully aware" of the exposure (via training or clear signage) and able to "exercise control" (e.g., by moving away or turning off the transmitter).

Time Averaging: Compliance is averaged over a 6-minute period.

Transient Persons: Non -technical workers (like a rooftop HVAC repairman) can sometimes fall into this category if they are briefed on the risks and supervised by trained personnel.

Signage and Safety Categories
To maintain these environments, the FCC often references standard safety signs to indicate the level of risk in a specific area:

Category 1 (Green/None): No potential to exceed General Population limits.

Category 2 (Blue): Potential to exceed General Population limits but not Occupational limits. Access must be restricted for the public.

Category 3 (Yellow): Potential to exceed Occupational limits. Strict access controls and "Caution" signs are required.

Category 4 (Orange/Red): Extreme exposure risk (10x+ over Occupational limits). Immediate danger of tissue damage or burns.
