SUBJECT: Adoption of an ordinance amending Bakersfield Municipal Code Section 1.12.070 by adding Annexation No. 722
consisting of approximately 82.1 gross acres to Ward 7, generally located along the east side of Ashe Road, between Romero Road and Engle Road. (FR 7/15/26) (Ward 7)
RECOMMENDATION:
Staff recommends adoption of the ordinance.
BACKGROUND:
First reading of the ordinance was given on July 15, 2026. This ordinance amends the ward boundaries to include Annexation No. 722 in Council Ward 7. This annexation was recently approved by the Kern County Local Area Formation Commission.
The parcels have a General Plan designations of R -IA (Resource - Intensive Agriculture), HMR (High Medium Residential), LR (Low Density Residential), and GC (General Commercial) and are City pre-zoned A (Agricultural), R -2 (Small Lot Single -Unit Dwelling), R -1 (Single -Unit Dwelling), and C -2 (Regional Commercial). This annexation was initiated by Swanson En gineering Inc. on behalf of the majority property owner, Raymond Roselle. There are no current plans to develop the property.
The project sites contain a few ranches, while surrounding land uses are predominantly agricultural. There is vacant, undeveloped land to the north and farmland to the south. The property to the east and west are also farmland. If the annexation is approved, the property would be located in Ward 7.
FISCAL IMPACT:
The exchange of property tax revenues for this annexation is covered under the Master Tax Split Agreement (Memorandum of Understanding 15-277) between the City of Bakersfield and the County of Kern.
