FROM: Zachary Meyer, Public Works Director
DATE: July 20, 2026
SUBJECT: Amendment No. 11 to Agreement No. 19-070 with AECOM (increase compensation $73,096.59, revised not to exceed $26,397,129.74) for Construction Management Services on the Thomas Roads improvement Program Centennial Corridor Mainline Project (Wards 2 & 3)
RECOMMENDATION:
Staff recommends approval of amendment.
BACKGROUND:
The Bakersfield Centennial Corridor Mainline Project is a key component of the Thomas Roads Improvement Program (TRIP). This multi-year transportation improvement project closed the gap between the Westside Parkway and State Route 58, creating a continuous freeway connection that improves residential and commercial mobility between west and east Bakersfield, reduces congestion on local roadways, and enhances regional connectivity. The project includes significant infrastructure improvements, including bridges, retaining walls, sound walls, drainage facilities, and reconstruction of adjacent local streets.
The Mainline improvements are open to the traveling public, however, there are a number of remaining punch-list items that must be completed to move forward with project closeout and acceptance by the California DOT (Caltrans) . These activities include, but are not limited to, electrical improvements associated with traffic signals, ramp metering systems, fiber optic and communication system improvements, and other supporting transportation infrastructure.
This amendment provides the funding necessary to complete the remaining implementation activities and support project closeout, including final inspections, preparation of the final pay estimate , and other administrative requirements and documentation necessary for project completion and acceptance.
FISCAL IMPACT:
The Centennial Corridor Mainline Project is funded through a combination of federal, state, regional, and local transportation funding sources administered through Caltrans and the Thomas Roads Improvement Program (TRIP), with participation from the Kern Council of Governments, the City of Bakersfield, and Kern County. There is no impact to the General Fund.
COUNCIL GOAL:
Reliable Infrastructure
