SUBJECT: Amendment No. 1 to Agreement No. CM25-055 With Helm Holdings LLC dba Name Role Value (increase compensation $190,000, revised not to exceed $290,000) for support with meeting Web Content Accessibility Guidelines (WCAG).
RECOMMENDATION:
Staff recommend approval of the amendment to the agreement
BACKGROUND:
On November 13, 2025, an agreement, No. CM25-055, with Helm Holdings LLC dba Name Role Value (previously doing business as Sellable) was entered with the City of Bakersfield to provide support with meeting Web Content Accessibility Guidelines (WCAG) as required by the federal government with a deadline of April 26,2026 in exchange for $100,000.00.
The federal government extended the deadline to April 26, 2027, which has allowed the city to reach closer to full compliance with the WCAG requirements. The agreement is set to expire on October 1, 2026, and a new amendment is being submitted for an extension of the agreement to end on June 30,2027.
The amendment will expand the scope of work for Helm Holdings LLC dba Name Role Value to meet Americans with Disabilities Act (ADA) compliance and WCAG requirements with the new deadline of April 26, 2027, for additional compensation of $190,000.00 to Helm Holdings LLC.
In addition to completing the scope of work delineated in the primary agreement, Helm Holdings LLC dba Name Role Value will develop and provide trainings for city staff as well as provide direct webmaster support to the CITY' s website and public facing content to ensure WCAG requirements are met.
