ADMINISTRATIVE REPORT

MEETING DATE: August 5, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: July 16, 2026
SUBJECT: Amendment No. 19 to Agreement No. 14-288 with Parsons Transportation Group, Inc. (increase compensation $138,103.41; revised not to exceed $43,237,362.33) for Design Support Services during the construction of the Eastbound SR 58 to Northbound SR 99 Connector Ramp.

RECOMMENDATION:

Staff recommends approval of the amendment.

BACKGROUND:

As part of the Thomas Roads Improvement Program, the City is constructing a connector ramp that will allow motorists traveling eastbound on State Route 58 to transition to northbound State Route 99.

Design services for this project were provided by Parsons Transportation Group. As the designer of record for this project, Parsons is required to approve submittals from the contractor during construction activities. As construction progresses, continued engineering support from Parsons is necessary to respond to construction-related issues, provide technical guidance, and review contractor inquiries. In addition, Caltrans has requested plan modifications to address existing issues not included in the initial scope of work. Parsons will assist with design modifications as needed. This amendment will authorize Parsons Transportation Group to continue providing these services.

This project is one of two connector ramps being constructed to improve connectivity within Bakersfield's regional transportation network and represents one of several infrastructure improvements being implemented as part of the Thomas Roads Improvement Program.

FISCAL IMPACT:

There is no General Fund impact associated with this amendment.

COUNCIL GOAL:

Reliable Infrastructure
