PROPOSED FEE

PHASE ESTIMATED FEE
Phase CADM: Construction Administration $38,700
Phase COBS: Construction Observation $109,500
Total Estimated Fee: $148,200
The line items shown above are estimates and are not intended to limit billings for any given Phase. Required Phase effort may vary up or down from the line-item estimates shown, however total billings will not exceed City of Bakersfield – Water Department July 7, 2026 Construction Management and Inspection Services for L-208 TCP Removal Project (City Project No. 25WDWR06) Page 3 of 4 Job No.: P#26-499

the Total shown without additional authorization. If the scope changes materially from that described above, as a result of any agency’s decision or because of design changes requested by the Owner or Engineer, we will prepare a revised estimate of our fees for your approval before we proceed.

SCHEDULE
Once we receive an executed copy of this Proposal and are authorized to proceed, we can begin coordination with the selected Contractor immediately when the Notice of Award is provided. The schedule will coincide with the Contractor’s construction schedule and the Project completion date specified in the Notice to Proceed provided to the Contractor. Contract construction duration is 260 working days.

ASSUMPTIONS
This proposal is time and materials and is based on the following assumptions for the effort that will be required. If additional quantities of documentation or days of observation are required, additional budget may be needed to cover the cost of the additional effort.
 Field observation will be conducted at prevailing wage rate(s) as required by the Department of Industrial Relations for work on a public works project.  Contractor safety oversight is not included in the scope of work.  No building or encroachment permits are required so coordination with Agencies Having Jurisdiction is not included in the scope of work.
 Engineer will review submittals, provide responses to RFIs, and provide responses to design-related questions / revisions.
 P&P will contract directly with the soils and materials testing laboratory and will coordinate with them for testing and inspections.
 Observations will be provided periodically at a frequency necessary to confirm compliance with the contract documents. For the purpose of this proposal, the following observation hours have been assumed:
a. Regular: an average of 10 hours per week for 40 weeks (400 total hours) b. Electrical, Instrumentation and Controls: 8 hours
c. Vessel coating: 16 hours
d. GAC loading, conditioning and startup: 10 hours
 Initial Vessel Coatings will have only minor deficiencies to be corrected; should major recoating, inspection, and testing be required after initial coating effort, additional budget may be required to provide observation and coordination of the efforts.
 There will be twenty (20) bi-weekly construction meetings conducted, including preparation of agendas and meeting minutes.
 Coordination and tracking of up to twenty (20) submittals and resubmittals and up to ten (10) RFIs.  Review of up to five (5) Contractor CORs and preparation of two (2) CCOs.  Review ten (10) Contractor pay requests and corresponding recommendations to the City.  P&P is not certified to provide labor compliance monitoring as defined by the State Department of Industrial Relations. We will collect payroll records from the contractor and confirm that they are submitting them to the State. We will spot check them against the daily inspection reports to compare observed labor and equipment listings. Wage-rate employee interviews are not included in the scope of work. Should you require full labor compliance monitoring, P&P can hire a subconsultant for an additional fee.

 Construction staking of proposed improvements.
 Assistance with SWRCB-DDW Water Supply Permit Amendment.  Biological monitoring and reporting in compliance with California Environmental Quality Act (CEQA).  Storm Water Pollution Prevention Plan (SWPPP) monitoring and reporting in compliance with State Water Resources Control Board (SWRCB) Construction General Permit.  Additional office or field services required due to any governmental agency changes in ordinances, codes, policies, procedures, or requirements after the date of this agreement.  Payment of all permit and inspection fees and all other similar charges not specifically covered by the terms of this agreement.
