ADMINISTRATIVE REPORT

MEETING DATE: August 26, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Phillip Burns, Development Services Director
DATE: July 17, 2026
SUBJECT: Agreement with Community Action Partnership of Kern (CAPK) (not to exceed $231,048) to provide $231,048 in Community Development Block Grant (CDBG) funds for solar installation at the Friendship House Community Center (Ward 1)

RECOMMENDATION:

Staff recommends approval of the agreement.

BACKGROUND:

The Friendship House Community Center is located at 2424 Martin Luther King Jr. Blvd. It serves predominantly low-income individuals and families in the surrounding community. The Friendship House was designed to provide resources, education, recreation, and safety for community members.

The solar panel installation project will help reduce the cost of significant energy use to maintain operation and support of youth and senior programs housed within, including the indoor gym and sporting field, which provide a safe after-hours environment for youth in the community participating in sporting activities.

On December 13, 2023, Community Action Partnership of Kern (CAPK) submitted an application for $231,048 as part of the Notice of Funding Availability (NOFA) for the Community Development Block Grant Funds (CDBG) to cover the cost of solar installation at the Friendship House, in an effort to support sustainable energy solutions.

On May 8, 2024, City Council approved the FY2024-25 HUD Action Plan, which included the CAPK Solar Installation Project. The City’s FY2024-25 HUD Action Plan has since been approved by the Department of Housing and Urban Development (HUD).

FISCAL IMPACT:

This action to approve this agreement was previously budgeted in the Departments Budget in the amount of $231,048 of CDBG funds, it was also approved by City Council in in the FY24-25 Action Plan.

Therefore, this has no Impact on the City General Funds, due to the fact these are Federal Funds.

COUNCIL GOAL:

Safety and Resilience
