MEETING DATE: August 26, 2026 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: July 21, 2026
SUBJECT: Agreement with Provost & Pritchard Consulting Group (not to exceed $173,600) for design and engineering services for the McCutchen Road At-Grade Crossing Improvements Project

RECOMMENDATION:

Staff recommends approval of the agreement.

BACKGROUND:

In recent years, the City of Bakersfield has experienced continued commercial and residential growth in the southwest area of the City. This growth has resulted in increased traffic volumes along key roadways, including McCutchen Road, which serves as a primary route for residents traveling to commercial centers, schools, and other essential destinations. The intersection of McCutchen Road and Progress Road includes an at -grade railroad crossing ow ned and operated by BNSF Railway. As traffic volumes continue to increase, improving safety and mobility at this crossing has become a priority.

Approval of this agreement will initiate the design phase for improvements and railroad company coordination that will enhance the safety and efficiency of travel through the existing at grade crossing.

FISCAL IMPACT:

Funding for this project will come out of the existing Panama Lane & Progress Road At Grade Crossing Improvements Project (T7K226). This project i s funded with Gas Tax (SB1) funds and from the Transportation Development Fund (TDF). There is sufficient funding in the existing project for this agreement.

COUNCIL GOAL:

Reliable Infrastructure
