MEETING DATE: August 26, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: July 13, 2026
SUBJECT: Agreement with Valley Elevator, Inc. (not to exceed $350,000) to Provide On-Call Services for a One-Year Term (Ward 2)

RECOMMENDATION:

Staff recommends approval of this agreement.

BACKGROUND:

The City of Bakersfield’s existing annual contract for the on-call services for elevator maintenance, inspection and repairs is due to expire on August 31, 2026. In addition, the Public Works Department does not have the staff certified and experienced in the maintenance, inspection and repairs of elevators to make them compliant with state and industry standards.

In June of 2026, the General Services Division of the Public Works Department conducted a Request for Qualifications Proposal (RFQ P) to provide on call services for elevator maintenance, inspection and repairs. The RFQP was advertised through PlanetBids and The Bakersfield Californian. In addition, General Services staff contacted several elevator contractors to participate in the RFQP.

The Public Works Department received the following Statement of Qualifications (SOQ) for the on -call services for elevator maintenance, inspection and repairs:

1. Valley Elevator, Inc.

2. TK Elevator Corporation

The Public Works Department’s evaluation committee ranked the proposer’s Qualifications Based Score (QBS) and reviewed their fee schedule for the conformance with ranges determined to be acceptable in our independent cost estimate. The committee determined that all submittals met the minimum requirements. The following is the summary of the contractors reviewed:

1. Valley Elevator, Inc. submitted an SOQ with a QBS score of 80.7.

2. TK Elevator Corporation submitted an SOQ with a QBS score of 75.6.

Public Works staff recommend approving a contract wi th the Valley Elevator, Inc. with a not to exceed agreement for $350,000.

The agreement will be effective for a one-year period from the effective date of the agreement and may be extended in accordance with the provisions of this RFQP for three consecuti ve additional one-year periods upon the City of Bakersfield’s approval.
