ADMINISTRATIVE REPORT
MEETING DATE: August 26, 2026 AGENDA CATEGORY: Consent - Miscellaneous TO: Honorable Mayor and City Council
FROM: Phillip Burns, Development Services Director
DATE: August 6, 2026
SUBJECT: Appropriate $6,504,298.17 Homeless Housing, Assistance, and Prevention Program (HHAP-6) State Grant Revenue to ECD Other Grant Awards Fund in the Development Services Operating Budget.
RECOMMENDATION:
Staff recommends approval of the appropriation.
BACKGROUND:
On February 24, 2025, the State of California released funding for Round 6 of the Homeless Housing, Assistance, and Prevention Program (HHAP-6). HHAP-6 is a multi-year block grant that provides local communities with flexible funding to prevent and end homelessness. Funding is allocated to eligible cities, counties, and Continuums of Care based on the State’s funding formula and local homeless population.
HHAP-6 organizes eligible activities into four main categories: (1) permanent housing solutions; (2) homelessness prevention activities; (3) interim housing solutions; and (4) non-housing solutions. These funds support regional efforts to prevent homelessness, help people move into permanent housing, maintain needed interim housing, and provide services to people experiencing homelessness.
The City of Bakersfield received $6,504,298.17 in HHAP-6 funding. Proposed uses were developed through a regional planning process with the Bakersfield-Kern Regional Homeless Collaborative and the County of Kern and are based on identified regional needs.
At this time, staff is requesting that the City Council appropriate $6,504,298.17 Homeless Housing, Assistance, and Prevention Program (HHAP-6) State Grant Revenue to ECD Other Grant Awards Fund in the Development Services Operating Budget. This action is for appropriation of the grant funds only and does not approve individual projects, agreements, or subawards. Any items requiring separate City Council approval will be brought back to the City Council for consideration.
FISCAL IMPACT:
This action is receiving funds into the City as revenue, thus allowing the City not to use General Funds on homeless services and projects. Therefore, this provides the City General Fund savings and has no fiscal impact on general funds.
COUNCIL GOAL:
Community Character & Quality of Life
Safety and Resilience
