ADMINISTRATIVE REPORT

MEETING DATE: August 26, 2026 AGENDA CATEGORY: Consent-Miscellaneous TO: Honorable Mayor and City Council
FROM: Kevin Albertson, Fire Chief
DATE: August 14, 2026
SUBJECT: Appropriate $80,000 Fire Safety Fund – Fire Recovery Fee to the Fire Department General Fund Operating Budget for the Fire Administration Office Lobby.

RECOMMENDATION:

Staff recommend approval of the appropriation.

BACKGROUND:

The Fire Administration Office lobby is the department’s primary public-facing service point for permits, records, fire prevention guidance, and administrative assistance. As the department has modernized its operations and improved internal workflows, the limitations of the decades-old lobby have become increasingly apparent. The existing space no longer supports current service delivery methods or the security standards expected in a contemporary fire administration facility.

The lobby’s outdated layout restricts staff visibility, provides inadequate privacy for sensitive conversations, and lacks sufficient space to support digital permitting, public education outreach, and interagency coordination. Aging materials and non-compliant features further diminish the quality and equity of service provided to residents. Additionally, the current configuration does not meet modern security expectations for public safety facilities, creating challenges in managing public interactions and protecting staff and administrative work areas.

A remodel will modernize the lobby to improve customer service, enhance staff safety, and integrate technology more effectively. Updated design, improved circulation, secure staff areas, and a more welcoming environment will strengthen operational efficiency and better reflect the Fire Department’s commitment to safety, resilience, and high-quality public service. The proposed improvements will ensure the facility meets current needs, aligns with Council goals, and supports future operational demands.

Staff requests the appropriation of $80,000 Fire Safety Fund – Fire Recovery Fee to the Fire Department General Fund operating budget to fund the Fire Administration Office Lobby.

FISCAL IMPACT:

There is no fiscal impact to the Fire Department General Fund, expenses will be covered by the Fire Safety Fund – Fire Recovery Fee.

COUNCIL GOAL:

Safety and Resilience
