ADMINISTRATIVE REPORT

MEETING DATE: August 26, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Phillip Burns, Development Services Director
DATE: August 12, 2026
SUBJECT: Homeless Housing Assistance and Prevention Round 4 (HHAP-4 Agreement with Community Action Partnership of Kern (CAPK) ($647,656) for the Ramkabir Permanent Supportive Housing Project (Ward 2)

RECOMMENDATION:

Staff recommends approval of the agreement.

BACKGROUND:

On April 24, 2024, the City purchased the Ramkabir Motel at 901 Union Avenue to convert the property into permanent supportive housing for individuals and families experiencing or at risk of homelessness.

The City partnered with Community Action Partnership of Kern (CAPK) to develop the project and pursue State funding through the Homekey+ Program.

The project will rehabilitate the existing motel into 30 permanent supportive housing units. The site will also include community space and on-site supportive services to help residents maintain stable housing.

A portion of the units will be reserved for veterans.

To secure the Homekey+ grant, the City committed $1,147,656 in Homeless Housing, Assistance and Prevention Round 4 (HHAP-4) grant funds as a local match for the project. A portion of these funds was previously awarded to CAPK under Agreement No. 2025-048. The proposed amendment would provide the remaining $647,656, bringing the total predevelopment funding to $1,147,656.

The funding will support the remaining work needed to prepare the project for construction, including architectural and engineering design, construction documents, accessibility reviews, permitting support, design coordination, landscape architecture, and other required professional services. Completing this work on schedule is important because the Homekey+ Program requires the project to meet an expedited 12-month construction timeline.

Under the proposed agreement, CAPK will be responsible for completing this work and meeting all applicable federal, state, and local requirements. Reimbursement will be limited to eligible project costs and will occur only after the City receives the corresponding HHAP-4 funds from the State. CAPK will also be required to maintain appropriate insurance, provide progress reports, and keep records documenting the use of grant funds.

The proposed $647,656 does not increase the City's overall funding commitment to the project. It represents the remaining portion of the $1,147,656 in HHAP-4 grant funds previously committed as part of the City's Homekey+ funding plan.

FISCAL IMPACT:

The agreement authorizes reimbursement of up to $647,656 in HHAP-4 funds. No General Fund dollars are required. Funding has previously been allocated through the City's HHAP-4 award and is available within the existing project budget.

COUNCIL GOAL:

Safety and Resilience
