ADMINISTRATIVE REPORT
MEETING DATE: September 16, 2026 AGENDA CATEGORY: Consent - Miscellaneous TO: Honorable Mayor and City Council
FROM: Christian Clegg, City Manager
DATE: August 14, 2026
SUBJECT: Accept and Appropriate $85,243 in BSCC grant funds to the City Manager's Office Operating Budget
within the CD/ECD Other Grant Awards fund for Cohort 5 Community-Based Organization Frontline Staff Mental Health and Wellness
RECOMMENDATION:
Staff recommend acceptance and appropriation of these funds.
BACKGROUND:
The California Board of State and Community Corrections (BSCC) has awarded the City of Bakersfield an additional $85,243 in grant funding under the City's Cohort 5 California Violence Intervention and Prevention (CalVIP) Grant to support frontline staff mental health and wellness activities for community- based organizations (CBOs) providing grant-funded services.
The additional funding is intended to promote the health, wellness, and resiliency of frontline CBO staff who provide intensive outreach and case management services to individuals at the highest risk of violence. Eligible expenditures may include professional mental health services, wellness programming, stress reduction activities, family-inclusive wellness events, meals provided during approved wellness activities, and other BSCC-approved activities that support staff well-being, retention, and sustainability.
Acceptance of these funds does not change the approved scope of the City's Cohort 5 CalVIP Program.
Rather, the additional funding enhances the City's existing partnership with its community-based organizations by providing dedicated resources to support the well-being of the frontline staff responsible for delivering grant-funded violence intervention services.
The recommended Council action authorizes acceptance of the $85,243 BSCC grant award, appropriates the additional grant funding into the City Manager's Office budget, and authorizes the City Manager, or designee, to execute all documents necessary to administer the grant.
FISCAL IMPACT:
The $85,243 award is fully funded by B SCC and requires no General Fund contribution or local match.
These funds are restricted for the benefit of participating in Cohort 5 community-based organizations and may not be used for City personnel or City employee wellness activities. All expenditure s will be administered in accordance with BSCC grant requirements and the approved grant budget.
COUNCIL GOAL:
Safety and Resilience
