ADMINISTRATIVE REPORT

MEETING DATE: September 16, 2026 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Gregory Pronovost, Technology Services Director
DATE: September 2, 2026
SUBJECT: Agreement with Federal Engineering (not to exceed $400,000) for continued Consultation and Project Management with the Public Safety Radio Communications System project.

RECOMMENDATION:

Staff recommends approval of this agreement.

BACKGROUND:

Since 1983, Federal Engineering Inc. has been an independent, worldwide public safety communications consulting firm, specializing in the planning, design, and implementation of state-of-the-art public safety mobile radio, 9 -1-1, and PSAP emergency communications systems. Federal Engineering has been a partner to the City of Bakersfield (City) and the County of Kern since September 20, 2016, providing consultation and project management services since the project's inception.

To date, the County has been the sole contract holder for Federal Engineering services. In previous years, the City has reimbursed the County for an appropriate portion of the costs for work performed by Federal Engineering under the County’s contract, which primarily benefited the City’s portion of the regional public safety radio system. Recent events have necessitated that the City enter into its own agreement with Federal Engineering Inc. for their services at this final stage of development of the ‘City of Bakersfield’s Metro Cell’ portion of the regional radio project.

This agreement also indemnifies Federal Engineering, Inc.

FISCAL IMPACT:

An initial agreement for $263,880.00 for fifteen (15) months of consultation and project management services, not to exceed $400,000.00. Funding will be identified within the carryover process.
