ADMINISTRATIVE REPORT

MEETING DATE: September 16, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Evette Roldan, Assistant Water Director
DATE: September 1, 2026
SUBJECT: Amendment No. 1 to Agreement No. 2025-191 with M & M Landscape and Concrete (extend the term by one year and increase compensation by $150,000; revised not to exceed $300,000) to provide landscape services for the Wastewater Division.

RECOMMENDATION:

Staff recommend approval of amendment.

BACKGROUND:

Wastewater Treatment Plant No. 3 (Plant 3) has landscaped areas that require maintenance services beyond the limits of available staff. These services include, but are not limited to, maintenance of trees, shrubs, ground cover, and turf areas; weed control; debris removal; and landscape-related repairs.

On October 8, 2025, City entered into Agreement No. 2025-191 with M & M Landscape and Concrete (M & M) to provide landscape services for the Wastewater Division. M & M was selected through a formal Request for Qualification and Proposals (RFQ/P) process and was awarded an initial one -year contract.

Since the agreement was awarded, M & M has provided weekly landscape maintenance services at Plant 3, realigned bent trees, replaced the master control valve serving the Plant 3 landscape irrigation system, and repaired a 6-inch main irrigation line from the tertiary tank to the master control valve.

At this time, due to the continued need for landscape maintenance services to support proper facility operations and maintain the facility grounds of Plant 3, staff recommend extending the term by one year and increasing compensation by $150,000, for a revised total not to exceed $300,000. This adjustment is in accordance with the original Agreement and will allow the Wastewater Division to continue addressing routine landscape maintenance, emergency repairs, and necessary irrigation system improvements without interruption to service.

FISCAL IMPACT:

Sufficient funds are budgeted in the Sewer Enterprise Fund for this a mendment, therefore, there is no impact to the City General Fund associated with this amendment.

COUNCIL GOAL:

Reliable Infrastructure
