with Blackhole Technologies, Inc., (extend term to September 13, 2027), to continue on- call repair and maintenance services for City’s Fleet Division vehicles and equipment.

RECOMMENDATION:

Staff recommends approval of the amendment.

BACKGROUND:

The Public Works Department’s Fleet Division is responsible for the maintenance and repair of City vehicles and equipment. The City’s vehicles and equipment often need additional resources primarily for repair, maintenance, and outfitting of vehicle components and systems.

On September 13, 2023, the City entered into Agreement No. 2023-224 with Blackhole Technologies, Inc. to provide the installation, removal, testing, troubleshooting, repair, maintenance, and outfitting of vehicle components and systems. Blackhole Technologies, Inc. was selected through a formal Request for Proposal and Qualifications process. The City’s partnership with Blackhole Technologies, Inc. has been a success as the vendor is efficient in responding to and performing on -call services to City vehicles and equipment in a timely manner and provides quality work.

On July 9, 2025 Council approved Amendment No. 1 extending the term one year to continue repair, maintenance, and outfitting of vehicle components and systems and increase compensation by $200,000 for a revised not to exceed amount of $400,000.

Amendment No. 2 will extend the term one year, expiring on September 13, 2027. The extension of the agreement will continue repairs, maintenance, and outfitting of vehicle components.

FISCAL IMPACT:

Approval of Amendment No. 2 will not increase the agreement’s existing not -to-exceed amount of $400,000. Costs for services provided during the extended term will be paid from the Equipment Management Fund within the approved budget.
