ADMINISTRATIVE REPORT
MEETING DATE: September 16, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Phillip Burns, Development Services Director
DATE: September 2, 2026
SUBJECT: Amendment No. 2 to Agreement No. 2024-308 with Community Action Partnership of Kern (CAPK)
to extend the Term of the Agreement to September 30, 2027, for HOME-ARP Supportive Services for Coordinated Entry System.
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
The HOME Investment Partnership American Rescue Plan Program (HOME-ARP) provides funding to HOME participating jurisdictions to reduce homelessness and increase housing stability. In September 2021, the Department of Housing and Urban Development (HUD) conditionally allocated $5,458,039 to the City of Bakersfield in HOME-ARP funds and provided guidelines on the requirements to prepare and submit an Allocation Plan.
On November 20, 2024, the City of Bakersfield entered into Agreement 2024-308 with Community Action Partnership of Kern (CAPK), in which the City granted $247,852 in HOME-ARP funds to deliver Coordinated Entry System (CES) services as proposed in the Allocation Plan. CES assists with creating an immediate response plan for unsheltered clients and increases access to temporary housing options and applies the whole person care service model.
On November 19, 2025, the City approved Amendment No. 1 to Agreement No. 2024-308 to extend the Term of the Agreement to September 30, 2026. However, CAPK has experienced significant staffing turnover, which has resulted in delays in HOME-ARP spending. Therefore, the parties now desire to amend Agreement No. 2024-308 to extend the term to September 30, 2027, to allow for CAPK to successfully expend the remaining HOME-ARP funds.
FISCAL IMPACT:
This action is to extend the Term of the Agreement to perform services using HOME-ARP grant funding; therefore, there is no impact to the General Fund.
COUNCIL GOAL:
Safety and Resilience
