FROM: Evette Roldan, Assistant Water Director
DATE: September 1, 2026
SUBJECT: Design Consultant Agreement with AECOM Technical Services, Inc. (not to exceed $1,105,000) to provide design and engineering services for the McCutchen Sewer Lift Station Rehabilitation Project.
RECOMMENDATION:
Staff recommend approval of agreement.
BACKGROUND:
The City of Bakersfield operates and maintains over 56 sewer lift stations throughout the City. The McCutchen Sewer Lift Station , one of the largest in the system, is located on the southeast corner of Gosford Road and McCutchen Road and is a critical component of the City’s wastewater collection system.
Constructed in 2008 alongside the Treatment Plant Expansion project , this lift station is the final statio n that conveys wastewater from northwestern and southwestern Bakersfield to Wastewater Treatment Plant No. 3 (Plant 3).
On June 25, 2025, City entered into an agreement with AECOM Technical Services, Inc. (AECOM) to conduct preliminary engineering for re habilitation of this station and provide a feasibility study highlighting and prioritizing rehabilitation efforts to help the station run more efficiently and autonomously. Given the proximity to Plant 3 and amount of flow that goes through this site, this project has been a collaborative effort between Public Works and Water Department staff.
Recommended improvements were identified in the June 2026 Feasibility Study (Study) provided by AECOM under the previously executed agreement . The Study evaluated existing conditions at the lift station, identified key deficiencies, and recommended a preferred rehabilitation strategy to restore reliable service, reduce long-term operating costs, and replace and upsize the existing odor control system to address impacts to the neighboring residential area.
To address the issues at the site outlined in the Study and to ensure proper conveyance to Plant 3, the City issued a Request for Proposal to firms already qualified and part of the City’s Library of Consultants.
AECOM was selected to provide design and engineering services for this project due to their familiarity with the site and its challenges, and their proposal was found to be acceptable and favorable to the City.
FISCAL IMPACT:
Sufficient funds are budgeted in the Sewer Enterprise Fund capital improvement program for this agreement, therefore, there is no impact to the General Fund for award of this agreement.
COUNCIL GOAL:
