Subject: 100% Design and Engineering Support during Bidding and Construction of the McCutchen Sewer Lift Station Rehabilitation

Dear Fernando,
AECOM Technical Services, Inc. (AECOM) is pleased to submit this scope of work, fee proposal, and schedule to the City of Bakersfield (City) to rehabilitate the existing sewer lift station located near the intersection of McCutchen Road and Gosford Road.

PROJECT UNDERSTANDING
The City desires to rehabilitate the existing sewer lift station to address existing operational and maintenance issues and increase capacity to accommodate future demand. The AECOM 2026 Feasibility Study (Study) will serve as the basis for advancing the recommended improvements into final design and construction.

Major improvements under consideration include:
 Replacement of the five (5) existing lift station pumps with high-efficiency units incorporating current operational and monitoring features.  Replacement of the existing odor control system and standby generator.  Update electrical and SCADA systems within the electrical room to meet current industry standards and improve system reliability and control.
 Replacement of pump room ancillary equipment, including check valves, isolation valves, effluent flow meter, and the bridge crane electric hoist.

In addition to these capacity and reliability improvements, the City seeks to address several operational and maintenance challenges identified in the Study. The existing wet well experiences significant ragging and solids accumulation, requiring routine cleaning and hauling of debris from the 40-foot-deep structure. The Study recommends removing the existing 3-inch manual bar screen and failed motorized sluice gate and installing a modular grinder and mixing pump system to macerate solids and maintain them in suspension, thereby reducing settling within the wet well and improving conveyance through the lift station.

The individual pump intakes are routinely clogged by debris settling whenever the pumps cycle off during normal operation. This condition requires daily cleaning and disassembly of the pump intake manifold and has accelerated wear of the isolation valve and check valve sealing surfaces. To mitigate these issues, the Study recommends installation of a backflush system utilizing treated effluent from Plant 3 to automatically clear settled debris from the pump intakes during pump idle periods.

The Study also recommended several additional facility safety improvements. These improvements include replacing the existing pump room lighting system, which was damaged during previous flooding events, with new LED fixtures. In addition, the Study recommended installing new wet well access hatches with features that comply with current safety standards, including perimeter guardrails with self-closing gates, lockable access hatches, and safety grating systems to enhance worker safety and site security.

Project will not include street improvements, landscaping, site security or changes to the existing building architecture, HVAC, ventilation system, stairways, platforms, site grading, and overflow basin.
