FROM: Brent Stratton, Chief of Police
DATE: August 28, 2026
SUBJECT: Request to add one (1) limited-term Crime Analyst position No. 21600
funded through the California Board of State and Community Corrections California Violence Intervention and Prevention Cohort 5 Grant Program.
RECOMMENDATION:
Staff recommends approval of the position request.
BACKGROUND:
On February 25, 2026, the Bakersfield City Council authorized the City Manager to accept $4,899,000 in grant funding from the Board of State and Community Corrections (BSCC) for the California Violence Intervention and Prevention (CalVIP) Cohort 5 Grant Program. Grant funding was appropriated to the City Manager’s Office, Office of Violence Intervention & Prevention (OVIP) Operating Budget.
The CalVIP Cohort 5 Grant supports the City’s continued implementation of violence intervention and prevention strategies designed to reduce gun violence through intervention, outreach, case management, supportive services, and collaboration with community-based organizations and public safety partners.
The California Board of State and Community Corrections approved a budget modification to reallocate a portion of the existing CalVIP grant funding to support additional City personnel, including one Crime Data Analyst position. The modification does not increase the overall grant award or change the approved CalVIP program scope.
The Bakersfield Police Department requests an increase to the Department’s employee complement of one (1) limited-term Crime Analyst. The Crime Analyst will support the City’s violence reduction strategy by conducting crime analysis, identifying violence trends and emerging hotspots, analyzing shooting and group violence activity, supporting case mapping and referral processes, monitori ng program performance, and providing data and analytical support to OVIP and public safety partners. The position will assist in ensuring violence intervention and outreach resources are directed toward individuals, groups, and geographic areas at the highest risk of violence.
The Crime Analyst will also provide data collection, analysis, mapping, and performance information to support OVIP’s grant reporting requirements. OVIP will remain responsible for preparing and submitting required grant reports.
The position will be fully funded through the CalVIP Cohort 5 Grant, with $356,400 allocated for salary and benefits. The Crime Analyst will be a limited term position through March 31, 2029.
FISCAL IMPACT:
No General Fund resources are required to support the position during the grant funded period. Funding for the Crime Analyst position is included within the previously appropriated CalVIP Cohort 5 Grant in the City Manager’s Office, OVIP Operating Budget. The approved budget modification provides $356,400 for salary and benefits through March 31, 2029.
