AGENDA HIGHLIGHTS
October 7, 2026 COUNCIL MEETING
REGULAR MEETING – 3:30 PM

REPORTS
Item 4.a Presentation - City's Gun Violence Reduction Strategy (All Wards) At the request of the City Council, staff will provide an update on the City’s Gun Violence Reduction Strategy, including progress to date and ongoing efforts to reduce gun violence in Bakersfield.

REGULAR MEETING – 5:15 PM

RESOLUTIONS
Item 6.d.2 Occupational Medical Services for the Fire Department (All Wards) The City of Bakersfield’s Fire Department requires specialized occupational health services to support the health, safety, and fitness for duty of its firefighters. Due to the physically demanding nature of firefighting and potential exposure to smoke, hazardous substances, infectious diseases, extreme environmental conditions, and traumatic incidents, firefighters require comprehensive medical evaluations and occupational health screenings specific to the fire services. The services provided by Life Scan Wellness Centers include comprehensive hands-on physical examinations, Purified Protein Derivative (PPD) testing, Behavioral Health Assessments, and documentation through Life Scan’s proprietary National Fire Protection Association (NFPA) electronic medical records (EMR) system. These services provide the Department with a centralized and specialized process for conducting and documenting firefighter medical and occupational health evaluations. Life Scan Wellness Centers has entered into a competitive procurement contract with the City of Modesto to offer discount pricing for Occupational Medical Services. The City of Modesto has approved the City of Bakersfield’s formal request for authorization to piggyback on the existing contract between the City of Modesto and Life Scan Wellness Centers. This procurement method will allow the City of Bakersfield’s Fire Department to take advantage of competitive pricing, streamline the purchasing process, and achieve meaningful cost and time savings. Staff recommends that the City Council approve the piggyback purchase of Occupational Medical Services. Sufficient funds are available in the 2026-2027 Fiscal Year Self-Insurance Fund for the purchase of the services.

Item 6.d.3 Business License Software & Support Services (All Wards) In 2021, the City completed a competitive Request for Proposals (RFP) process to select a new Enterprise Resource Planning (ERP) system, including a business license software solution as part of the overall ERP replacement. Clariti was selected based on its representation that its software could provide comprehensive business license services and meet the City’s operational requirements.

However, City staff identified significant gaps between the Clariti software and the City's actual business license needs. The City now requires a business license software solution that can effectively support its existing operations and utilize the City's established business license data and processes. HdL is well positioned to provide this solution based on its longstanding relationship with the City, its knowledge of the City's business license operations, and its proprietary business license software. Funds are available in the Fiscal Year 2026-27 Capital Outlay Fund for this purchase.

BIDS
Item 6.g.2 Pedestrian Safety Improvements on Chester Avenue and 22nd Street (Ward 2) The Public Works Department applied to the Transportation Development Act – Article 3 Bicycle and Pedestrian Facilities for funding for uncontrolled marked crossings that would benefit from Rectangular Rapid Flashing Beacons (RRFB) in July of 2024. A total of $155,250.00 was granted to the City of Bakersfield for the pedestrian safety improvement project on Chester Avenue at 22nd St to increase visibility and awareness of pedestrians and bicyclists and to improve yield compliance and reduce rear-end crashes for motorists. The purpose of this project is to provide an improved pedestrian crossing with enhanced safety features, including a rectangular rapid flashing beacon and in-pavement flashers to provide a safer and more accessible crossing. This project (25PWAP07) is mainly funded by California Transportation Development Act Article 3 Grant Funds and a small percentage of local funds. The work to be performed consists, in general, of installing an in-pavement flashing system at the intersection of Chester Ave and 22nd St and modifying pavement markings, all in conformance with the contract documents. There is no impact to the General Fund.
