BACKGROUND:
On November 6, 2024, the City of Bakersfield entered into Agreement No. 2024-311 with Parsons Transportation Group, Inc. (Consultant) to provide Plans, Specifications, and Estimate (PS&E) and Rightof-Way (ROW) servicesfor the Centennial Corridor Southbound State Route 99 to Westbound State Route 58 Connector Project (8th Movement). The project provides for a direct freeway-to-freeway connector between southbound SR 99 and westbound SR 58, including a flyover bridge viaduct, an auxiliary lane to facilitate the merge onto westbound SR 58, retaining walls, and associated right-of-way and utility improvements.
Under the original Agreement, Parsons was responsible for completing the design and engineering services identified in the City's Request for Qualifications/Request for Proposals and the Consultant's approved Scope of Work. The original contract provided for actual costs not to exceed $6,437,094.48, plus a fixed fee of $467,010.37, for a total not-to-exceed contract amount of $6,904,104.85. The original Agreement established a contract term through December 31, 2026, with all assigned tasks to be completed no later than October 31, 2026.
On December 17, 2025, the City and Parsons entered into Amendment No. 1 to Agreement No. 2024-311.
Amendment No. 1 expanded the Consultant's scope to include additional design services and completion of the Plans, Specifications, and Cost Estimate for the Northbound SR 99 Auxiliary Lane Project. The additional work was requested after the City, Caltrans, and Kern Council of Governments agreed to add the northbound SR 99 auxiliary lane to the 8th Movement Project and coordinate it with the Caltrans’ Pavement Rehabilitation Project to facilitate efficient construction sequencing.
Amendment No. 1 increased the Consultant's compensation by $300,000, resulting in a revised not-toexceed contract amount of $7,204,104.85. The amendment also extended the Agreement term through December 31, 2027, and extended the time for completion of all assigned tasks through October 31, 2027.
The City is now proposing an additional amendment to Agreement No. 2024-311 to accommodate further expanded scope of work and associated design services. These services include 65% to Final PS&E for the Northbound SR 99 Auxiliary Lane Project. The proposed amendment would increase compensation by $1,851,562.53, resulting in a revised not-to-exceed contract amount of $9,055,667.38.
Staff recommends that the City Council approve the appropriation of TIFIA federal funds in the amount of $2,151,563.00 to the Northbound SR99 Auxiliary Lane Project. The appropriation will provide funding for eligible project costs associated with the project.
FISCAL IMPACT:
Trade Corridor Enhancement Program (TCEP) and State Transportation Improvement Program (STIP) have funded the project thus far. TIFIA funds will fund this expansion of scope and increase compensation.
COUNCIL GOAL:
Reliable Infrastructure
