ADMINISTRATIVE REPORT
MEETING DATE: October 7, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Phillip Burns, Development Services Director
DATE: September 22, 2026
SUBJECT: Amendment No. 5 to Agreement No. 16-255 with Stantec Consulting Services Inc. (extend term to December 31, 2027) for planning services for brownfield properties.

RECOMMENDATION:

Staff recommends approval of the amendment.

BACKGROUND:

The U.S. Environmental Protection Agency (EPA) administers the Brownfields and Land Revitalization Program, which provides federal grant funding to eligible jurisdictions to support environmental site assessments, site characterization, and cleanup planning activities. The program is intended to promote the revitalization, reuse and redevelopment of properties that are contaminated or perceived to be contaminated.

On October 14, 2016, the City issued a Request for Proposals (RFP) for Planning Consultant services to support the application for and subsequent implementation of the EPA Brownfields Community-wide Assessment Grant. Stantec Consulting Services, Inc. was selected to provide these services and entered into Agreement No. 16-255 with the City on November 16, 2016. In August 2017, the city was awarded its first Brownfields Community-wide Assessment grant in the amount of $300,000.

On November 1, 2022, the city was awarded a second Brownfields grant in the amount of $500,000.

Subsequently, on December 14, 2022, Agreement No. 16-255 was amended to extend its term and revise the Scope of Work to provide continued assistance with grant implementation and activities supporting the assessment, revitalization and redevelopment of brownfield sites.

The second grant is completing its fourth year in the current term. However, because the grant funds will not be fully expended within the grant term, the City received a one-year extension to complete its grant implementation activities. The City and Stantec now desire to further amend Agreement No. 16- 255 to extend the term from December 31, 2026, to December 31, 2027, to allow sufficient time to complete the remaining grant deliverables and final reporting requirements.

FISCAL IMPACT:

The program is fully funded by the US EPA grant; there is no impact on the City’s General Fund.

COUNCIL GOAL:
