ADMINISTRATIVE REPORT
MEETING DATE: October 7, 2026 AGENDA CATEGORY: Consent - Agreement TO: Honorable Mayor and City Council
FROM: Daniel Maldonado, Water Director
DATE: September 22, 2026
SUBJECT: Design Consultant Agreement with Provost and Pritchard Engineering Group Inc (not to exceed $246,000) to provide design and engineering services for the Wastewater Treatment Plant 2 Digester Gas System Rehabilitation Project.

RECOMMENDATION:

Staff recommend approval of this agreement.

BACKGROUND:

Wastewater Treatment Plant No. 2 (WWTP 2) has two gas blowers to increase the pressure of the digester gas prior to conveyance to the gas treatment facilities. Gas treatment facility consists of three sulfur treatment vessels to remove harmful hydrogen sulfide and other sulfur compounds from the digester gas.

Proper operation of the booster blowers is necessary to collect and convey digester gas for treatment and use in the cogeneration engines or disposal through the flare.

The existing digester gas booster blowers have reached the end of their useful service life and require replacement. The two digesters have been offline while extensive repairs, cleaning, and equipment replacements have been performed, resulting in little to no digester gas production during this period. As the digester repairs are near completion and the digesters are returned to service, the associated digester gas collection, conveyance, and treatment systems must be restored to reliable operating condition.

In addition to the blower replacement, repairs to WWTP 2 sulfur treatment vessels are necessary. On January 2026, CSI Services completed a Coating Condition Survey of the sulfur treatment and processing vessels and identified recommended repairs in its Final Report. The primary areas of concern are the two sulfur treatment vessels, which exhibit significant interior corrosion, including aggressive pitting and large areas of exposed substrate along the lower portions of the vessels.

To address the deficiencies identified in the digester gas conveyance and treatment system and ensure reliable operations as the digesters are returned to services, the City issued a Request for Proposals to firms already qualified and part of the City’s Library of Consultants. Provost and Pritchard Engineering Group, Inc. was selected to provide design and engineering services for this project as their proposal was found to be acceptable and favorable to the City.

FISCAL IMPACT:

Sufficient funds are budgeted in the Sewer Enterprise Fund capital improvement program for this agreement. Therefore, there is no impact to the General Fund with award of this agreement.
