SUBJECT: Purchase of Cellebrite Inseyets subscription renewal for the Police Department.
Purchase of Cellebrite Inseyets subscripton from Carahsoft technology corporation, in the amount of $150,000 for the Police Department per active resolution No. 135-2025 previously approved by Council on November 19, 2025.
RECOMMENDATION:
Staff recommend approval of the purchase.
BACKGROUND:
Currently, the Bakersfield Police Department’s Digital Forensics Unit has an expiring subscription to Cellebrite Inseyets, which provides cellphone extraction capabilities used in investigations involving serious violent felony offenses, retail theft, and auto theft. The Technology Services Department recommend renewing the Cellebrite Inseyets subscription to continue utilizing these software services.
On November 19, 2025, Council approved Resolution No. 135-2025, which dispensed with formal bidding requirements and authorized the purchase of Cellebrite Inseyets subscription renewal through a cooperative procurement quote in an amount not to exceed $134,892.39. The current renewal is available through the same cooperative procurement process.
Carahsoft Technology Corporation’s existing procurement contract with the National Association of State Procurement Officials (NASPO) provides discounted pricing for its software products and subscriptions.
The Technology Services Department recommend utilizing the existing cooperative procurement contract to renew the Cellebrite Inseyets subscription from Carahsoft Technology Corporation in an amount not to exceed $150,000 for the Police Department.
FISCAL IMPACT:
Sufficient funds are budgeted in the Equipment Fund for this purchase.
