ADMINISTRATIVE REPORT
MEETING DATE: October 7, 2026 AGENDA CATEGORY: Consent - Bids TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: September 23, 2026
SUBJECT: Purchase of one electric vehicle (EV) 4X4 one-ton crew cab pickup truck for the Recreation and Parks Department.

Accept bid from Voltu Motor Inc., Riverside, CA for one 2026 electric vehicle (EV) four-wheel drive (4X4) one-ton crew cab pickup truck in the amount of $135,934.94 for the Recreation and Parks Department.

RECOMMENDATION:

Staff recommend acceptance of the bid and approval of the purchase.

BACKGROUND:

Bids were solicited for one (1) 2026 or newer model year electric vehicle (EV) four-wheel drive (4X4) oneton crew cab pickup truck for the Recreation and Parks Department. Three bids were received in response to the solicitation. Per the standard bid specifications used in the formal bidding process, the City reserves the right to increase or decrease quantities at the same price bid to better serve the needs of the City.

The City may purchase additional units at the same unit price for a period of twelve (12) months after acceptance of the bid as specified in the bid specifications.

This purchase of one (1) 2026 electric vehicle (EV) four-wheel drive (4X4) one-ton crew cab pickup truck will replace a unit that is more than twelve years old and has been removed from service due to extensive repair needs. The existing unit meets the criteria for replacement as determined by the Fleet Department.

The unit will be replaced with a new EV unit providing improved performance and efficiency.

The California Air Resources Board (CARB) Advanced Clean Fleets (ACF) Regulation (California Code of Regulations, Title 13, Sections 2013, 2013.1, 2013.2, 2013.3, 2013.4, and 2016) mandates the transition of internal combustion vehicles to zero emission vehicles. This purchase of the EV unit supports the City’s compliance with applicable ACF requirements for state and local governments fleets and the City’s ongoing transition towards zero-emission vehicles.

FISCAL IMPACT:

Funds in the amount of $75,000 were previously budgeted in the Equipment Management Fund for the purchase of the EV unit. Staff will use previously approved contingency funds to cover the shortfall of $60,935 to complete the purchase. For vehicles that are underfunded in the general fund, the shortfall will be recovered over the vehicle life cycle through the rate. For non-general fund vehicles, staff will request a fund appropriation to cover the shortfall at the time of award.
