ADMINISTRATIVE REPORT
MEETING DATE: October 21, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Randy Mckeegan, Finance Director
DATE: September 17, 2026
SUBJECT: Amendment No. 4 to Agreement No. 2023-253 with J.L. Plank, Inc., DBA Cen-Cal Construction. (increase compensation by $633,000; revised not to exceed $2,093,200 and extend the term by one year) to continue the service of canal liner repair.

RECOMMENDATION:

Staff recommends approval of the amendment.

BACKGROUND:

On October 25, 2023, the City Council approved the annual contract for canal liner repair with J.L. Plank, Inc., DBA Cen-Cal Construction, in the amount of $480,100; renewable annually thereafter for four consecutive one-year periods. The City may exercise the option to allow contract price adjustments due to increases in the U.S. Department of Labor Producer Price Index for the related industry.

The City operates and maintains various irrigation canals within its jurisdiction. Some of these canals are lined with cement panels, which both improve water flow and minimize loss of water due to seepage.

These panels need to be repaired and/or replaced from time to time. Having a contract in place for canal liner repairs is an efficient tool to manage maintenance issues as they arise.

Per the terms of the contract, amendments increasing the contract and/or extending the contract has been approved as follows:
• Amendment 1 approved Junes 26, 2024; increase of $250,000 for a revised not to exceed amount of $730,100 only.
• Amendment 2 approved October 23, 2024; increased compensation by $730,100 for a revised not to exceed amount of $1,460,200 and extended the term by one year to October 24, 2025. • Amendment 3 approved October 7, 2025; extended the term by one year to October 24, 2026, only.

J.L. Plank., DBA Cen-Call Construction has agreed to extend its bid pricing with a five and one-half percent (5.5%) increase in the contract price consistent with the increases reflected in the U.S. Department of Labor Producer Price Index Series No. PCU23811X23811XP for Concrete contractors, nonresidential building work-primary products. Staff have reviewed and approved the requested adjustment, which is permissible pursuant to the terms and conditions of the original bid specifications.

If approved, Amendment No. 4 will increase compensation by $633,000 for a revised not to exceed amount of $2,093,200 and extend the term of the contract by one year. This will allow the City to continue to meet the demand for canal liner replacement or repairs as needed to the term date of October 24, 2027.

FISCAL IMPACT:

Funds are budgeted in the Water Resources Department operating budget within the Domestic Water Fund. There will be no impact on the General Fund.

COUNCIL GOAL:

Reliable Infrastructure
