ADMINISTRATIVE REPORT
MEETING DATE: October 21, 2026 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Phillip Burns, Development Services Director
DATE: October 7, 2026
SUBJECT: CDBG Agreement with Community Action Partnership of Kern (CAPK) (not to exceed $645,344)
to provide Community Development Block Grant (CDBG) funds for the Friendship House Community Conference and Classroom Modular Building Installation (Ward 1) RECOMMENDATION:

Staff recommends approval of the agreement.

BACKGROUND:

The Friendship House Community Center, operated by Community Action Partnership of Kern (CAPK), is located at 2424 South Dr. Martin Luther King Jr. Boulevard, formerly Cottonwood Road, in Southeast Bakersfield. The Community Center primarily serves low- and moderate-income individuals and families by providing educational, recreational, youth, family support, workforce development, and other community-based services.

The Friendship House Community Conference and Classroom Modular Building Installation Project (Project) will provide additional space to expand services at the Community Center. The Project includes the purchase and installation of an approximately 960-square-foot modular building with classroom and conference space, restrooms, accessibility features, heating and cooling, electrical and data services, and associated site and utility improvements. The additional space will allow CAPK to expand programming and provide greater flexibility for evening and weekend services.

CAPK applied for $645,344 in City of Bakersfield Community Development Block Grant (CDBG) funds through the Fiscal Year 2026-27 Notice of Funding Availability (NOFA) to fund the Project. The proposed CDBG funding will support eligible costs associated with the design, permitting, site preparation, utility connections, construction, and installation of the modular building.

Following the withdrawal of the Catholic Charities Food Bank Expansion Project, previously allocated Fiscal Year 2025-26 CDBG funds became available for reallocation. The City subsequently amended its FY 2025-26 HUD Action Plan to reallocate $645,344 of the available CDBG funds to CAPK for the Friendship House Community Conference and Classroom Modular Building Installation Project.

FISCAL IMPACT:

There is no impact to the City’s General Fund. The project will be funded with $645,344 in federal Community Development Block Grant (CDBG) funds previously allocated in the FY 2025-26 HUD Action Plan and reallocated to the Friendship House Community Conference and Classroom Modular Building Installation Project.
